Under the director, there is one deputy director who assists the director with office affairs, and a chief engineer in charge of engineering and technical matters under the direction of the director. There are also four divisions each with a division head: engineering, management, finance, and general affairs, and four offices: human resources, accounting, counseling and information, each with a director who carries out various business under the orders of the director and the guidance of the deputy director.

In addition, Under the Engineering Division, there is an Engineering Section, a Design Section and Water Quality Section; under the Management Division, there is an Irrigation Section and a Supervision Section; under the Finance Division, there is a Collection Section and a Property Section; under the General Affairs Division, there is a Documentation Section and General Affairs Section and a Cashier Section; under the Accounting Division there is a Budgeting Section and an Accounting Section; under the Human Resources Division there is a Recruitment Section and Assessment Section; under the Counseling Division there is a First Section and Evaluation Section.

Responsibility
Director
  • Handling general affairs in accordance with related laws.
  • Direction and supervision of subordinate employees and operational organizations.
  • Conducting tasks assigned by the Irrigation Agency.
Deputy Director
  • Assisting the director with general office affairs.
  • Reviewing documents and preparation of important operations.
  • Contacting and coordinating related operations and handling important assigned cases.
  • Operational assessments and improvements.
  • Coordinating general business across departments.
  • Matters assigned by the Director.
Chief Engineer
  • Assisting the Director with technical matters relating to engineering and management.
  • Supervising and researching water source utilization and irrigation management.
  • Supervising engineering project planning, design and operation.
  • Reviewing project plans, designs, engineering project construction quality, progress assessment and supervisory matters.
  • Preparing engineering project funding and supervision of project bidding and bid opening.
  • Researching and developing matters relating to water source development and irrigation operations efficiency.
  • Matters assigned by the Director.
Engineering Division
  • This division is divided into a Design Section and a Construction Section, which are responsible for the construction, improvement, repair and maintenance of irrigation facilities, as well as disaster repairs, engineering planning, surveying, designing, bidding, project examination, construction, acceptance and other matters relating to irrigation facilities.
Management Division
  • This division is divided into three sections: irrigation, supervision, and water quality sections. These process water resources development, irrigation water allocation and facility maintenance and management, promotion of pipeline irrigation facilities and agricultural water-based solar photovoltaic systems, process irrigation violations and dispute cases, operational execution of fundamental irrigation working groups, irrigation water quality management and other matters.
Finance Division
  • This division is divided into two sections for property and collection. The property section processes irrigation non-operation real estate asset activation income, real estate management and disposal, financial planning and fund allocation, and matters related to land leasing or purchasing and expropriation required; the collection unit processes assessing and collection and audits fee inspections, late payment processing and arrears clearance, collection and collection on behalf of others etc.
General Affairs Division
  • This division is divided into three sections: documents, cashier, and general affairs sections, which process documents, supervisory meetings, and operational advisory committee operation; It also manages office premises, vehicles, ordinary workers, and property assets; and processes matters such as receipt, payment, and custody of bills, marketable securities, and safekeeping items.
Human Resources Office
  • This division is divided into two sections: recruitment and assessment sections, which process organization, employee appointments and dismissals, remuneration, benefits, promotion, assessments, rewards and punishments, attendance, training, retirement, pensions and other related matters.
Accounting and Statistics Office
  • This division is divided into two sections: budgeting and accounting sections, which process the preparation of annual budgets and final accounts, review accounting documents, registration, use and storage of accounting books, and the compilation and submission of statements and statistical data.
Counseling Office
  • This division is divided into two sections: the first and second sections, which process matters such as agency security maintenance, official confidentiality protection, petition and litigation consolidation, public employee property declarations, anti-corruption operations, investigation and handling operations, avoidance of conflicts of interest, and civil service ethics work plans.
Information Management Office
  • Information operation planning, improvement, training implementation, data management and utilization etc.
Station
  • Maintenance, management, annual repair and improvement of irrigation and drainage facilities above small ditch supply gates and small drainage gates, punishing irrigation violations, flood control and rescue work.
  • Management and regulation of water diversion, water delivery and water distribution above small ditch gates and small drainage gates
  • Command and assessment of irrigation working groups
  • Coordination and processing of irrigation disputes
  • Implementation of irrigation decrees and irrigation systems
  • Monitoring and processing of irrigation water quality
  • Observation and investigation of meteorology, hydrology and soil.
  • Formulation and execution of irrigation plans and surveying cultivated areas and production
  • Agriculture and irrigation related experiments and demonstrations.
  • Checking and reporting on changes in irrigation and drainage areas and related cadastral data
  • Maintenance and management of public property.
  • Matters related to irrigation management organizations.
The irrigation working group is the basic level organization of the Office. According to Article 3 of the "Establishment and Management Regulations for Irrigation Working Groups,” its mission is to assist the irrigation management organization process the following matters:
  • Irrigation water allocation.
  • Maintenance, management and repair of small ditches and small drainages of irrigation facilities.
  • Disaster prevention and repair of irrigation facilities.
  • Matters that help improve irrigation water efficiency.
  • Other matters assigned by irrigation management organizations.
