The agricultural water organization in Taichung was established during the period of Japanese occupation and has undergone many changes and adjustments. In 1975, the Taiwan Provincial Government merged the four irrigation organizations of Fengrong, Dajia, Houli, and Yuanli into the "Taiwan Provincial Government Taichung Irrigation Association" based on the irrigation water system. Taichung Agricultural and Water Resources Association"; after the provincial government was downsized, the name was changed to "Taiwan Taichung Irrigation Association " on January 1, 2013.
On July 22, 2020, the government announced the "Irrigation Act," with the Executive Yuan stipulating the act would be implemented on October 1, 2020, with each irrigation association restructured and integrated into the public service system. As a result, the office became an internal unit of the Irrigation Agency, Council of Agriculture, Executive Yuan and was renamed "Taichung Management Office, Irrigation Agency, Council of Agriculture, Executive Yuan." On 16th May, 2023, the Legislative Yuan passed the third reading of the "Organization Act of the Ministry of Agriculture Draft," and the Council of Agriculture was officially upgraded to the "Ministry of Agriculture." On May 31, 2023, the Presidential Office formulated and promulgated “Organization Act of the Ministry of Agriculture” and the Ministry of Agriculture was officially established on August 1, 2023, with the important goals of "increasing farmers' income" and "ensuring food security," through various policy plans, thereby strengthening Taiwan's agriculture and rural areas.
